in gardening i used a piece of thin plywood about 14 inches long and 2 inches wide with a deep notch cut in both ends, i would wrap string from end to end into the notches, it came away easily afterwards. that might work for you. test it with cardboard first.

For skiing and snowboarding It should be warm enough that the snow is not frozen to give you better control of your skis or snowboard, probably around 45F/7C. As for river rafting and windsurfing that would depend on how well you are dressed and how much cold you can stand. For me it would have to be at least 80F/27C, although most people do this at temperatures much cooler.
